If I could bring to your urgent attention, about the critical condition of blogger and co-founder of Free Vietnamese Journalists’club Dieu Cay Nguyen Van Hai.
Dieu Cay is 60 years old and a prisoner of conscience. He was supposed to be released on 19 Oct 2010 after 30 months of imprisonment, however his whereabouts since are unknown to his family. Amnesty International Urgent Action program demands that he be given access to his family, lawyer and doctor (Amnesty International Urgent Action Index Number ASA 41/002/2011).
In an interview with RFI on 22 July 2011, his wife Mrs Duong Thi Tan said, following her persistent enquiry, a female security police had let slip that he has lost one of his arms while in custody. It was unclear how and when this happened, who caused this, and whether Mr Nguyen Van Hai is dead or still alive following this. Given the fact that for months, his family has not been allowed to send food parcels to him, and prisoners in Vietnamese prisons depend on relatives’ food parcels to survive, Mrs Duong Thi Tan is deeply concerned that, if he is still alive, his health would be in extremely critical condition.
As an outspoken critic of the Vietnamese government’s oppression, Mr Hai has been subject to brutal treatment from the security police. In the interview, Mrs Duong Thi Tan repeated what lieutenant - colonel Hoang Van Dung of Ho Chi Minh City Security Police had said to her husband: ‘I will bash you until you are so disfigured that even your doctor can’t recognise you, and your lawyer can’t find you. I will drive you to the ground so you will die of exhaustion. I will strip you of your manly ability.’
I call on you to request the Vietnamese ambassador in (nước bạn đang cư ngụ) to provide information about Dieu Cay Nguyen Van Hai. I call on you to contact the Vietnamese Foreign Minister Pham Gia Khiem, demanding that Dieu Cay Nguyen Van Hai be released and his family be allowed to visit him and provide critical assistance to him. I call on you to contact Vietnamese Prime Minister Nguyen Tan Dung demanding a stop to brutal treatment of prisoners of conscience and investigate Hoang Van Dung’s brutality towards Dieu Cay.
